EXTRAORDINARY NATIONAL GENERAL MEETING 2023 FINAL AGENDA
1. APPOINTMENTS / DISMISSALS
1.a. PE LIMBURG
- To take note of the revocation of the national mandate of Mr. Gino Houbrechts by PE Limburg
- Appointment of Mr. Wim Kempeneers as national mandataris
- Appointment of Mr. Karel Pottel as a member of the national sports committee

1.b. PE WEST FLANDERS
- To take note of the resignation of Mr. Davy Verleije as provincial mandataris
1.c. National Advisory Council for Electronic Observation Systems (AEC)
(on the proposal of the national sports committee)
- To take note of the resignation of Mr. Luc Odeurs as technician of the AEC

2. ELECTION and APPOINTMENT of the NATIONAL TREASURER
Mr. Patrick Cherain was appointed as national treasurer

4. KBDB STATUTES:
a) Intention to update the Statutes to the Code of Companies and Associations (WVV)
b) Communication regarding the factual associations
c) Proposal to amend the KBDB Statutes Article 23 – amendment to point 2 of the third national statutory general meeting in October:

€40.00 for enthusiasts An association of multiple enthusiasts pays €40 for the first member and €20 for each additional member.
€30.00 for the connection contributions provided by Article 9 of the Statutes

€200.00 for transport companies that are not companion agencies
€320.00 for the companion agencies entitled to a first card (the companion or companions carrying pigeons from an entire region are considered as an agency)
€65.00 for the transporters (those who collect pigeons on behalf of the companions and transport them to a central point and do not possess a companion permit)
€25.00 for non-enthusiast regulators
€25.00 for non-enthusiast secretaries

9. Sports organization for the racing season 2024 ---------------------------------------------------
9.1 French National Holiday: Sunday, July 14, 2024
→ The national flights planned for Saturday, July 13, 2024, will remain on this date. If the pigeons cannot be released on Saturday, the pigeons will stay on site until Monday, July 15, 2024, since releases on Sunday, July 14, 2024, are prohibited. If a heatwave is expected, the number of pigeons per crate will be reduced.
→ The PE’s/SPE’s, which will have their races in France on Sunday, July 14, 2024, must make a decision in this regard.
9.2 unavailability of a release location
→ If a release location proves to be unavailable, the proposal for a replacement release location, assigned by the FCF, will be used, provided that the flight line is respected.
9.3 Preparation of a load list for the (inter)national organizers
→ The following points will be included in this load list :
- Be willing to place spacers between the transport crates
- Use of WhatsApp and sending photos
- Responsible person mandatory on site at the release location
- The obligation to take a legal form as a non-profit organization or another legal form, which is recognized and authorized to continue their activities on Belgian territory before January 1, 2024.
- Obligation to feed the pigeons with maize as it has been shown that a mixture adds no value but merely creates unnecessary costs.
9.4 Instructions for companions 2024
→ Ban on companions posting photos or videos on social media. These photos and videos are only intended for their release managers and the members of the NRBB.
9.5 Criteria for road transport 2024
→ The following points will be added to the criteria for road transport 2024 :
- Obligation to feed the pigeons with maize as it has been shown that a mixture adds no value but merely creates unnecessary costs
- Ensure sufficient water supply in the water tanks under the trucks, and these water tanks must be sufficiently large
- Water tanks must be emptied after each release
- The trailers must be equipped with roof hatches or ventilation grilles in the ground. These ventilation grilles must be open to ensure adequate air circulation in the trailer. Before collection and before departure to the release location, the grilles must be cleared.
- Upon arrival at the release location, the drinkers must be completely emptied, cleaned, and immediately filled with fresh and “cool” drinking water.
- The used drinkers and barrels filled with water must be regularly cleaned.
- The flight program, received at the beginning of the racing season, must be completed from the first to the last race
- In each vehicle with more than 100 crates, two persons must be present, namely the driver and a caretaker registered with the KBDB for the pigeons. This does not apply if there is automatic release. In this case, one person suffices, provided they hold a companion license.
- When cutting the crates, the release doors must remain closed.
9.6 Deposit for costs and maximum number of pigeons per crate
A/ DEPOSIT FOR COSTS
→ This point will be discussed again during the next national general meeting in January/February 2024.
B/ MAXIMUM NUMBER OF PIGEONS PER CRATE
→ Maintenance of the maximum number of pigeons per crate identical to 2023 namely:
- 22 pigeons for the large middle-distance races
- 18 pigeons for the long-distance races
- 18 pigeons for the large long-distance races with the exception of Barcelona, for which a maximum of 16 pigeons may be entered in the crates
9.7 Minimum distances for international races
→ This point will be discussed again during the next national general meeting in January/February 2024.
9.8 Crate offices 2024
→ The designation of the crate offices for national and international competitions will be discussed during the next NSC meeting in January/February 2024.
It should be noted that if a program is requested and granted, the entire program must be completed by the crate offices.
9.9 Results of temperature and oxygen meter usage – conclusions
These are the conclusions for 2023:
- • TEMPERATURE
- the temperature in the trucks never exceeded 34°C, even when the trucks were parked and the doors closed
- the temperature in the vehicles for collections is +/- 10°C lower if this vehicle was parked in a hangar or in the shade
- while the trucks are running, there are no temperature issues
- • OXYGEN
While driving, there is no issue with oxygen levels, but when stopped, a huge difference is noticeable
- • When watering the pigeons, temperature and humidity decrease
9.10 longer drinkers at the transport crates
→ This proposal will be investigated.
9.11 Protection Bourges II (10/08/2024)
→ Bourges II from 10/08/2024 will be protected.
9.12 Scheduled meetings:
- an “info” moment for the associations with all the suppliers of masters will be provided before the start of the 2024 racing season
- meeting of the release managers with meteorologist Samuel Helsen
9.13 Small middle-distance races: mandatory on 2-night crates
→ if retained: also the number of pigeons to be entered must be communicated beforehand by the associations
Two nights crate provision will be made for the small middle-distance races. An exception is allowed for the province of Hainaut on the condition that it, according to article 36 of the NSR, closes its provincial borders on the small middle-distance for East and West Flanders and Flemish Brabant.
9.14 Release info website – to be submitted by the release managers

9.16 Automation of vaccinations
→ This issue will be discussed with the veterinary order.
9.17 NATIONAL CHAMPIONSHIPS 2024
The National General Assembly will communicate guidelines to provincial entities so that they can prepare the criteria for the national championships of 2024.
→ The criteria for the national championships 2024 will be discussed during the national general meeting of January/February 2024.
