On Friday, February 23, the first National General Assembly 2024 of the KBDB was scheduled.

Sporting Decisions (appendix item 13 of the agenda)
The contributions for 2024 remain the same as in 2023.
The National Days of the KBDB will take place this year at the Wallonia Conference Center Mons (WCCM) in Mons on November 16.
Chairman Bodengien noted that the National Day will henceforth consist of just one day and that the format for the awards will change.

2. DUTY

5. Determination of various contributions for the year 2025

- An association of several enthusiasts pays €40 for the
- first member and €20 for each additional member.
- € 30.00 for the membership contributions provided by art. 9 of the Statutes
- € 130.00 for the transporters
- € 200.00 for the transport companies that are not transporter agencies
- € 320.00 for the transporter agencies entitled to a first card (considered as an agency are the transporters who carry pigeons from a whole region)
- € 65.00 for freight carriers (those who pick up pigeons on behalf of the transporters and transport them to a central point and do not hold a transporter permit)
- € 25.00 for non-enthusiast regulators
- € 25.00 for non-enthusiast secretaries
- € 120.00 without exception, for the local holders of pigeon enthusiasts

Organization of the 2024 sports season
13.1 Restitution to the associations
→ identical to 2023:
large middle-distance races:
- Restitution of 0.15 EURO/pigeon – in case of delayed release the restitution will be reduced by 0.05 EURO/day
fond and large fond races
- Restitution of 0.10 EURO/pigeon – in case of delayed release the restitution will be reduced by 0.05 EURO/day
13.2 Pigeon feed during transport and at release sites
→ 80% yellow corn supplemented with a variety of grains.
13.3 Establishment of a load book for the (inter)national transporters
→ A load book has been established for the Belgian transporters of national and international races.
The choice of feed during transport and at the release sites will be included in this load book as well as the 25 gr/pigeon/day for feeding the pigeons for national races from 2 nights in the basket.
13.4 Deposit for costs 2024
→ The deposit for costs remains identical to that of 2023.

13.5 Minimum distances for international races 2024
→ A new release site has been found for St Vincent.
At the request of the FCF and after agreement from the involved transporter, the minimum distance for St Vincent is reduced from 710 km to 705 km.
For the rest, the minimum distances for the international races remain identical.
The pigeons of St Vincent will be released in 2024 in Gaas, located in the extension of Dax (10 km difference in direct line).
The name of the race will be Dax instead of St Vincent.
13.6 Instructions for transporters 2024
→ Cancellation of the decision of the national general assembly of 20/10/2023:
Prohibition for transporters to post photos or videos on social media. These photos and videos are only intended for their release managers and the members of the NRvB.
→ From 2024 onwards, transporters should no longer contact the centralization office of the KBDB to communicate the weather conditions at the release site and the release time.
The release time will be provided by the release manager per sector to be published on the KBDB website.
13.7 Criteria for road transport 2024
→ The national general assembly of 20/10/2023 had already approved a series of provisions to be included in the road transport criteria:
- Ensure sufficient water supply in the water tanks under the trucks and these water tanks must be sufficiently large
- Water tanks must be emptied after each release
- The trailers must be mandatory equipped with roof hatches or ventilation grilles in the floor.
- These ventilation grilles must be open so that there is sufficient air circulation in the trailer. Before the pickup and before departure to the release site, the grilles must be cleared.
- Upon arrival at the release site, the drinking bowls must be completely emptied, cleaned, and immediately filled with fresh and "cool" drinking water.
- The used drinking bowls and barrels, filled with water, must be cleaned regularly.
- The flight program, received at the beginning of the sports season, must be mandatorily completed from the first to the last race
- In each vehicle with more than 100 baskets, two persons must be present, namely the driver and a caregiver connected to the KBDB for the pigeons. This does not apply if there is automated release. Here, one person suffices provided he has a transporter permit.
- When cutting the baskets, the release doors must remain closed.
→ The following provisions still need to be added:
- The choice of pigeon feed during transport and at the release site for national and international races
- The pigeons, entered for a national race from 2 nights in the basket, must be fed 25 gr/pigeon/day
- Instruction from the FCF that watering must be done with clean water from the drinking water network and without additives (in exceptional cases and after technical approval from the FCF, an additive may be made to ensure the potability of the drinking water)
13.8 Form for checks on first arrivals 2024
→ Identical to 2023, i.e., a check must be carried out both at the enthusiasts and also in the racing organization.
13.9 Control forms release sites in Belgium and France
→ Make mandatory photos of the release site, preparing a report, and signature of the involved transporter in case of a detected violation.
13.10 Proposal from the French Federation to organize a Belgian-French race from Brest in 2025
→ This proposal is accepted. The practical provisions will be drawn up in consultation with the involved transporter.

- The pigeon enthusiasts from southern France
- The Spanish pigeon enthusiasts: Basque Country

13.11 Small middle-distance races 2024
→ All races in the small middle distance will be arranged in 2024 for 2 nights in the basket.
Hainaut has the option to enter for 1 night in the basket, but in this case, these results will not be taken into account for the national championships 2024.
NATIONAL CHAMPIONSHIPS 2024
→ retention of 4 prizes for the national championship “as-pigeon large middle distance old pigeons” and “as-pigeon large middle distance yearlings”.
→ for the national championship “as-pigeon fond” – no longer mentions the stages, which must be taken mandatorily
But it should be noted:
- If two races from Limoges are taken, the race from Tulle cannot be taken as the third race for this championship
- If two races from Tulle are taken, the race from Limoges cannot be taken as the third race for this championship
- If one race is taken from Limoges and one from Tulle, the third race for this championship cannot be either a Tulle or a Limoges
→ Tulle from 03/08/2024 counts only for the national fond championship and not in two different disciplines (large middle distance and fond), as initially intended.
→ Proposal to amend the national championship YOUTH – inclusion of bold text
The national championship for the YOUTH: exclusively reserved for enthusiasts aged 12 to 25 years (reference date 01/04/2024) who can prove that they practice the pigeon sport on a FULLY INDEPENDENT basis and it does not concern an existing loft that they have taken over. For this age category, all members of the tandem, tridem, etc., must belong to this age category.
To win with the 1st released pigeon on 5 races, at the choice of the enthusiast, with a total distance of at least 500 km (distance from the enthusiast's loft), on races organized during the period from May 4, 2024, until the weekend before the last national race.
Only the weekend races and only one single result per weekend, with a minimum participation of 150 pigeons and 10 enthusiasts per competition, will be considered.
→ New national championship in the KBDB races:
will be played with the first three marked pigeons per category on the zonal results. In case of a tie in points, the coefficient will be considered.
→ Possible limitation of the number of classified in the national championships 2024
→ Publication of provisional results
The provisional rankings (with an overview of all achieved prizes per championship and per classified) will appear on the KBDB website www.kbdb.be, by the end of September/beginning of October 2024.
The effectively classified enthusiasts/pigeons per championship and 10 reserves will be published in the provisional ranking.
→ Division of the national championship speed into a championship “small speed” and “large speed”
This proposal is rejected.
→ Decision NAV 20/10/2023:
(The provincial and interprovincial large middle distance races (i.e., the flights further than the regularly scheduled small middle distance races but shorter than the possibly organized fond races) will count in 2024 for the national championship large middle distance and no longer in the national championship small middle distance.)
This decision is annulled and modified as follows:
The provincial and interprovincial large middle distance races (i.e., the flights further than the regularly scheduled small middle distance races but shorter than the possibly organized fond races) will count in 2024 for the national championship small middle distance.
→ Use of just 1 result number, namely either the main flight or one duplicate but always the same for speed as for small middle distance

→ the PE West Flanders has also submitted the proposal that for speed and small middle distance, the enthusiast is required to always enter in the same local
This proposal is accepted.
→ EXCEPTIONS
If the national championship speed is split into a championship small speed and a championship large speed, there is no problem entering in the same association.
If the national championship speed is not split into a championship small speed and a championship large speed, then there are certain associations that only enter small speed and others who only enter large speed. An exception must then be provided.
If provincial races of the large middle distance can be used for the national championship small middle distance, an exception must also be provided. The enthusiast will then be entitled to two association numbers if his association does not organize provincial races and he may use above two result numbers since the combining on these provincial flights is different from those for the races on the small middle distance.
An exception must also be provided for enthusiasts who enter in associations that cease activities during the current sports season.
